The work involved in creating the business case provides the opportunity to investigate and develop a viable financial and operating model for your network. At the onset of the Network Strategy and Planning phase, DynamicCity will use this information to assist in establishing an appropriate governance model for your project. We will work with project stakeholders to form the appropriate legal structures and to put in place the necessary agreements to establish the governing entity. Upon the completion of this step, the project is considered officially launched, and each of the detailed strategy development and planning efforts can begin.

Within the parameters and responsibilities established in the governance model, a set of core business and operating principles are established, which drive the development of the business and operating strategies. Using these core principles as a baseline, four detailed plans can be developed:

Implementation Approach and Plan

Construction of your community network is a capital-intensive endeavor. The network construction and implementation plan will outline the project-specific approach that will ensure cost, schedule and quality objectives are closely monitored, regularly measured and exceptions are reported and appropriately controlled. DynamicCity will develop authorization and accountability structures that will ensure that project variables are controlled and implementation objectives are met.

A communications plan will also be developed that outlines the content and frequency of progress reports and milestone plan updates.

Engineering, construction, and testing guidelines, standards, and acceptance criteria are developed. This documentation set will become the foundation upon which RFPs are developed and candidate responses are evaluated.

Technology Strategy and Plan

With many of the guidelines provided in the business case’s operating model, DynamicCity documents the details of the network’s technology standards and technical requirements which will, through the RFP process, guide the appropriate selection of qualified solution providers and equipment vendors.

Product, Sales, Marketing and Education Strategy and Plan

A key element to the success of any network—and where many community networks have faltered—is in the education, public relations and marketing of the network to consumers, who, in many cases, are also the “owners” of the network. DynamicCity will take the lead in creating a detailed product, community education, and in-field marketing and sales plans to help ensure your network’s success in the consumer marketplace.

Network Operations Strategy and Plan

Having operated the largest of community networks in North America, DynamicCity will develop your network’s operational standards, tools, and processes plan. This operational guide depends on a foundation of industry standard performance and quality management frameworks to outline a best-in-class operations management plan. This plan will assist you in structuring RFPs for outsourcing elements of your operation, if you choose to do so.
